read smewhr tht declension shd be avoided, that eliminiates ABC
between d and e, E is ungrammatical. hence D

declining down is redundant.
declining means it is going down, so we dont need down. declining up is not possible.

The usage of declention with down makes the sentence redundant.
so A,B and C are ignored.
E is very awkward.
D is right answer

E is incorrect cause if you want to use following, it should be
"Following a gradual decline..."

E is incorrect because it says " Following gradual Decline" but here we are not following gradual decline we are witnessing a rise,so we should not use "Follwing...... Decline"
