(C) they are people who are( the term psychopath is being refferes to a single person..so the naswer doesnt agree in number and secondly it is used for a person here which is absurd)

The sentence talks about how the term psychopath is applied, A wrongly comares the term to a person. Read it like *The term psychopath is someone who is*

This is rectified in D which uses refers to sove the problem.
