basing xyz - is a simple gerund.

a marketing and distribution system - concrete noun.

So D is the correct answer.

However Basing is not a part of this list. It is the part of main list 'the high cost of land', 'the pressure of housing'. As, all these items are starting with article THE, the third list item should also start with an article.
Hence, the answer would be either D or E.
Now, If you choose E it will wrongly mean that system is import something. But system itself doesn't import.So correct way of saying would be system BASED ON import.
